About Emergency Metrics

Protecting California's Students Through Expert Preparedness

We partner with K–12 school districts to build safety systems that meet California's most rigorous standards — and hold up when it matters most.

Our Mission

Safety That Goes Beyond Compliance

Emergency Metrics was founded on a single conviction: that every student in California deserves to learn in an environment that is genuinely safe — not just paperwork-compliant.

We work exclusively with Higher Eductaion and K–12 school districts, bringing deep expertise in California's Title 5 regulations, NIMS, and SEMS frameworks to help administrators build emergency plans that are practical, tested, and ready to execute under pressure.

Our approach is collaborative. We embed with your district's leadership team, assess your current posture, and deliver solutions that fit your schools, your staff, and your community.

Compliance-First

Every plan we build meets or exceeds California Title 5, NIMS, and SEMS requirements.

District-Centered

We tailor every engagement to your district's unique size, geography, and community needs.

Proven Methodology

Our frameworks are drawn from real-world emergency response experience, not theory.

Local Expertise

Deep knowledge of Sacramento and Bay Area districts, regulations, and regional hazards.

Why We Started

Born From a Gap in K–12 Safety

After years working in emergency management at the government level, Clement Stokes saw a consistent pattern: school districts were expected to meet increasingly complex safety mandates with little specialized support. Generic consultants offered generic plans. Districts were left with binders that looked good on paper but fell apart in a real drill.

Emergency Metrics was built to close that gap — a firm dedicated exclusively to K–12 safety, with the credentials, the methodology, and the local knowledge to make a real difference for students and staff.

Clement Stokes

Founder & Principal Consultant

Clement Stokes brings decades of emergency management and public safety experience to every district engagement. His career spans frontline crisis response, government-level emergency planning, and K–12 institutional safety — a combination that gives Emergency Metrics a perspective few consultants can match.

Clement founded Emergency Metrics with a clear purpose: to give California school districts access to the same caliber of emergency preparedness expertise that large government agencies rely on. He has personally led safety audits, drill facilitation, and crisis response training across dozens of schools in Northern California.

He holds certifications in NIMS, SEMS, and Incident Command System (ICS), and maintains active relationships with California's Office of Emergency Services and regional school safety networks.
