Why Emergency Metrics
Institutional expertise. Data-driven results.
Founded on Experience. Driven by Preparedness. Emergency Metrics was founded by Clement Stokes, a seasoned emergency management and public safety executive with more than 20 years of leadership experience across federal, state, K–12, and higher education institutions. Throughout his career, Clement has led complex emergency management programs, public safety operations, crisis response initiatives, organizational risk assessments, and institutional preparedness efforts. Drawing on this extensive experience, Emergency Metrics delivers specialized safety and emergency management services to K–12 school districts and universities — including comprehensive safety planning, active shooter preparedness, behavioral threat assessment and intervention training, emergency exercise design and delivery, crisis leadership development, and independent program evaluations. Our approach is grounded in operational experience — not just theory. We understand the challenges educational institutions face because we have spent decades developing emergency plans, leading multidisciplinary teams, coordinating with public safety agencies, and strengthening organizational resilience. At Emergency Metrics, we don't just write plans. We prepare people, test capabilities, and help build safer, more resilient institutions.
We bring a methodical, metrics-based approach to preparedness that gives administrators and campus leaders the documentation, training, and confidence to respond to any emergency.
